For the ultimate in rust protection, it is always ideal to apply RustSeal to the prepped bare metal. But, if that is not an option in your circumstances, you can apply RustSeal to other coatings that are fully cured, adhered well to the surface, scuffed with 300 grit and then cleaned with KBS Klean.
