Rust Seal over existing paint

If I scuff an automotive paint and clean the surface can I paint Rust Seal over it? I've heard these type of paints cause the paint underneath to come up.

    Yes. If the automotive paint is cured 100%, you can scuff the surface with 300 grit, clean the painted surface with KBS Klean, and then paint with RustSeal. Always apply RustSeal in thin, covering coats.
