Top Coater over Exterior Latex

If I was to sand the Water based exterior Latex paint with 300 grit, would it be then ok to use Top Coater? Wanting to do poor man fiberglass first then cover with the Top Coater.

Yes, you can coat over a fully cured water-based latex pant with KBS Top Coater.
