Question on prep for existing undercoating

I just bought the complete all in one chassis coating system and plan to use the system to protect my rocker panels. I have surface rust starting under the undercoating in places. I plan to try to remove as much as the undercoating before applying the system. My question is, is it ok to scuff up the undercoating that properly adhered and apply over rather than trying to remove every bit?

Yes, is it perfectly fine to scuff up the undercoating that properly adhered, clean with KBS Klean, and apply RustSeal and BlackTop. If you do have any bare or rusty spots/areas, please etch those with RustBlast before RustSeal and BlackTop.
