June 2, 20196 yr comment_4494 I am wanting to use the 3 step system on my vehicle frame and bottom of floor pans. It has a lot of 40 year old undercoat that I have not been able to remove. Will rust seal adhere and encapsulate over the undercoating? June 3, 20196 yr comment_4495 Yes, RustSeal will stick extremely well to a non-glossy previous coating. Please pressure wash the surface really well and clean well with KBS Klean. Then etch any bare metal spots with RustBlast. Then apply RustSeal always in thin coats and always at least 2 coats. Please let us know if that helps and if you have any additional questions.
