I am happy for the most part with your product but I had a spot that continues to retun on my tailgate I have done this three times and I Need to find out what I’m doing wrong started out sandblasting it did the three-part system within days it bubbled grind it out did the three-part system it bubbles again grindedit again Coated it with bad quarter and it within days of bubbles again

Please post some pictures so we can see it.

It sounds like moisture is getting trapped in there so it would be good to heat up the entire section to dry it out well before putting on the RustSeal. Also, if you have any inside areas, coat those well with Cavity Coater using the Cavity Wand.
