New bike gas thank

Hello i got a brand new tank and I want to seal it do i have  to do the 3 step or i can just  do the first  and  third  step an skip the rust remover in step 2

It is very important to clean (KBS Klean) and etch (RustBlast) new tanks because the new steel has manufacturing oils on it and is also very smooth making it not ideal for a coating unless it is cleaned (KBS Klean) and etched (RustBlast).
