removing RustSeal from concrete

Just as the title says is there anyway to remove RustSeal and/or Blacktop from concrete? When I was painting my frame I got some spots on the concrete and didn't know if there was any known way to remove it.

Yes. You can use KBS Strip to remove BlackTop and RustSeal.
