Yes. It would be best to seal the tank with the entire 3 Step System. A new tank is extremely slick and usually has a protective film on it. You will want to use the AquaKlean (http://www.kbs-coatings.com/aquaklean.html) to clean the protective film off of the inside of the tank. And you will want to use the RustBlast (http://www.kbs-coatings.com/rustblast.html) to etch the slick surface of your new tank so you get a good surface profile to which the Gold Standard Tank Sealer (http://www.kbs-coatings.com/tank-sealer.html) can adhere.
