I have a fuel tank from a 1973 Honda motorcycle which has quite a bit of rust.

I treated it with paint stripper to get remnants of old tank liner out, then rinsed with paint stripper wash.

Then I applied Step 1, then rinsed with water and let dry.

Then I applied RustBlast, moving it around the tank for a full 3 hours.

It seems to have had no effect (see attached photos of the tank after treatment).

 

What am I doing wrong?

Or, is that tank liner I'm looking at and not rust? (It's my first time doing this)

During the KBS Klean step, did you use a chain in the tank and aggressively shake the tank to remove all loose, flaky rust?

 

Of Note: RustBlast is designed to etch the rust that is in the tank. This is needed for incredible and long-lasting Tank Sealer adhesion. This is shared to help clear up confusion on the role or RustBlast during the Tank Sealer prep process.

I used a large collection of small and large bolts/screws and shook them around quite a lot. Nothing seems to be flaky or loose.

Absolutely. RustBlast chemically etches the rust and leaves a dusting of zinc phosphate which enhances the Tank Sealer adhesion and the Tank Sealer seals up that rusty surface.
