KBS Coatings
It is always best to remove all of the old paint; however, RustSeal will adhere to your current coatings if it is cleaned up and lightly sanded. Whatever is adhered to the substrate (probably metal in your case) determines how well you can prevent rust. If you apply RustSeal directly to the metal, it is absolutely guaranteed to stop the rust forever. If you apply it to another coating, you are depending on that other coating to prevent rust. The RustSeal will seal up that coating, but if that other coatings fails, the RustSeal will come off with it.
