Without seeing the project, it sounds as though there was some sort of contaminant (oil, grease, silicone, etc) on the surface. Did you wash the surface with AquaKlean or some type of water-based cleaner first before using the RustBlast?

Using the squirt bottle of water is fine, the water just neutralizes the acid in the RustBlast.

You shouldn't have any problem removing those bolts, as you should be able to get enough torque on those bolt heads. Now removing a flat head or phillips screw may be more difficult.
