Manual reads Fusion can be applied directly over Rust Seal after 24 hours, but also mentions for older coatings sanding is required.

After what time Rust Seal is considered too old for the direct Fusion application ?

If RustSeal is fully cured and the surface is clean, you can simply use Fusion SEP. The sanding is for a worst-case scenario and 99% of the time, sanding is not needed.
