Bare metal shell?

I have nearly finished blasting my shell back to bare metal and could do with some advice on dealing with flash rust.

Some slight flash rust has started to appear where I have blasted and I'd like to know from someone who knows better, will etch primer be okay to go over the top of it or should I prep the surface with something like rust blast.

If I do put something on it like a phos acid it'll need neutralising by rinsing off with water, something that doesn't really appeal to me. As I wouldn't want any water getting trapped any where causing it to rust out of sight (in seams etc).

Also if I were to use the phos what should I put down over the top of it, will it react with an acid etch?

This is to be a high end resto so finished paint has to be of top quality
