You're correct. Apply a couple coats of RustSeal then either apply the undercoating you want after that second coat dries at least 2 hrs so that it is dry to the touch. Apply that undercoating within the next 4-6 hours and it will bond great. If you wait too long and the RustSeal dries completely...you'll have to scuff with the 80 grit as you said. Take a look at a coating called "LizardSkin". It works great as a sound deadener and heat insulator. www.lizardskin.com
