Sure. Either allow the RustSeal to dry to the touch (usually 2-3 hrs), then apply the epoxy primer within the next 3-4 hrs and you won't need to scuff, or let it dry completely then scuff using 80 grit before apply the primer.

You can apply RustSeal to itself within 30 days without scuffing and it will stick great. After 30 days, yeah, you will need to scuff it up.
